Mission
The mission of the Partnership is to advance cross-sector initiatives which facilitate public-private, cross jurisdictional regional efforts to develop a disaster resilient region. In the face of emerging risks to economic and national security, action is needed to address crucial regional infrastructure interdependencies in energy, telecommunications, transportation, water systems and other infrastructures. The Partnership is a collaborative effort of regional stakeholders and state, provincial and federal government agencies dedicated to pursuing the highest standard of regional preparedness and disaster resilience.
Objectives
The main objective of the Partnership is to develop a comprehensive action plan for regional disaster resilience focusing on issues that critical infrastructure sectors have in common such as interdependency-related vulnerabilities and risk management, information sharing, legislative and public policy formulation, research and development, and strategic coordination.
The Partnership will focus on a broad proactive agenda to limit potentially crippling impacts, and help provide coordinated planning and assessments across jurisdictions. Because most critical infrastructures are in private hands, the Partnership’s essential education and training efforts will be designed to motivate key decision-makers to mitigate potential cascading effects, and to foster linkages among key energy and communications providers and the region's businesses, manufacturers, health care facilities, schools and others at risk from regional infrastructure disruptions.
Focus
Regional Disaster Resilience—prevention, protection, risk-based mitigation, response and recovery, exercises and training to address all-hazards disasters, including physical and cyber threats or attacks that affect the provision of products and services, impact health and human safety, the regional economy and national security.
