Cyber attacks are an ever-increasing threat in our world today. They come from a wide variety of sources, ranging from independent and organized criminals to nation states. Cyber attacks and security breaches cost the economy billions of dollars a year and can cause downtime and risk stoppage of vital services blocked by catastrophic system failure from weakened, critical infrastructure.
The Center for Regional Disaster Resilience is committed to encouraging public-private partnerships and information-sharing in an effort to create a more protected and resilient region.

Idaho Cybersecurity Interdependencies Series
In 2014, the Idaho Bureau of Homeland Security and the Pacific NorthWest Economic Region (PNWER) Center for Regional Disaster Resilience formed a partnership in order to advance cross-sector initiatives which facilitate public-private, cross jurisdictional regional efforts to develop a disaster resilient state and region. In the face of emerging risks to economic and national security, action is needed to address crucial regional infrastructure interdependencies in energy, telecommunications, transportation, water systems and other infrastructures.

Emerald Downs Series
Since 2004, PNWER has hosted numerous exercises focused on cyber security interdependencies to encourage the development of public-private cyber partnerships. These efforts have led to the development of a public-private cyber resilience coalition called the Cyber Incident Response Coalition & Analysis Sharing (CIRCAS). The CIRCAS coalition works closely with PNWER's CRDR to develop an annual exercise called Emerald Down to continue to strengthen the region’s plans.

Cybersecurity Situational awareness project
The Pacific Northwest Economic Region (PNWER) and its Center for Regional Disaster Resilience (CRDR) were awarded a 2017 National Infrastructure Protection Plan (NIPP) Security and Resilience Challenge grant. The primary objective of this project is to establish a regional industry information sharing and analysis process and to work with existing regulatory and standards organizations to create a robust cyber resource and information sharing community.

The purpose of this project is to provide a Cybersecurity Workshop that will focus on digital public and private services provided today and those that will be automated in the near term. Gaps exist in protecting systems from cyber attacks and other system intrusions which jeopardize the functioning of public safety and general government functionality as new systems are added and legacy systems continued, there needs to be a concerted effort to protect these systems.

Participants heard from experts in the fields of cybersecurity, legal, insurance, and emergency management and gain a better idea of cyber risks. The seminars equipped attendees with tools to protect their business and employees.

The purpose of the seminar was to share information between members of the private, non-profit and public sectors on cyber security issues associated with critical infrastructure and to build relationships between stakeholders. The Seminar was held June 2010 in Seattle, WA.
SCADA Seminar
PNWER invited Idaho National Labs to provide a SCADA Awareness training seminar for Critical Infrastructure Owners and Operators. Regional Stakeholders received a unique opportunity to learn about threats and methods deployed by Nation State actors, terrorists and criminals.
