​Learn about UAS use in disaster management, from mitigation and preparedness to response and recovery. The Pacific Northwest Economic Region and its Center for Regional Disaster Resilience (CRDR) have been awarded a 2017 National Infrastructure Protection Plan (NIPP) Security and Resilience Challenge grant for the Maritime Transportation System Cyber Resilience Category. The primary objective of this project is to establish a maritime industry information sharing and analysis process and to work with existing regulatory and standards organizations to create a robust cyber resource and information sharing community.
As part of the process, PNWER has designed a survey to develop a baseline of current best practices and investments in cyber-security by maritime related organizations in the Puget Sound Region. The survey also serves as an excellent self-assessment of cybersecurity readiness and capabilities. To view or take the survey visit bit.ly/maritimecybersurvey.

The workshop will include:
  • Update on current cyber threats
  • Review of the preliminary results of our recent survey assessing the current cybersecurity capabilities of the regional maritime industry

Blue Cascades Recovery Exercise

The Blue Cascades Earthquake Recovery Tabletop Exercise will examine recovery after a major earthquake. This Tabletop exercise will use the June 2016 Cascadia Rising Exercise Scenario but will focus only on the disaster recovery and critical infrastructure interdependencies. The critical infrastructure workshop facilitated by the Northeast University Global Resilience Institute in September 2017 set the stage for this event.

The Blue Cascades Recovery Exercise focuses on the recovery of critical infrastructure in the Central Puget Sound region by collecting leaders in the public and private sectors to discuss recovery activities, allocation of resources, and coordination between the two sectors. By strengthening these relationships and organizations, the security and resilience of the Puget Sound can evolve to meet the increasing challenges facing our dynamic region. The event will also work to understand the interdependencies between government and private organizations that are associated with owning and operating critical infrastructure. Please contact Steve Myers at steve@pnwer.org with any questions.

Cybersecurity Workshop - King County, Region 6 Critical Infrastructure Working Group

Stakeholders engaged in timely discussions on current cyber threats and how stakeholders can partner together as a region to increase the cybersecurity and resilience of our infrastructure. The cybersecurity workshop followed up on the important lessons learned during the Emerald Down V Cybersecurity Exercise earlier this spring. It focused on key takeaways from Emerald Down V, including developing and maturing public-private connections, protocols for reporting cyber incidents, and utilizing regional resources that could assist during a cybersecurity incident.

As part of FirstNet's comprehensive outreach strategy to ensure public safety agencies are prepared for key decisions around implementation of the Nationwide Public Safety Broadband Network (NPSBN), FirstNet is engaging with local public safety leaders and their senior staff around the country. The Metropolitan Leadership Workshop is designed to provide information, receive input, and share answers to key questions from public safety officials. Attendees are encouraged to provide input, describe the challenges they face, and discuss needs which might be met by FirstNet’s new wireless network.

The Washington State Comprehensive Emergency Management Plan (CEMP) identifies the Washington Military Department (WMD) as the coordinating agency for Emergency Support Function (ESF) 2. As such, WMD is initiating a triannual statewide WECCWG for all ESF 2 partners. The goal of our WECCWG is to strengthen partnerships and enhance our emergency communications preparedness, reliability and resiliency statewide. The kickoff topics will include:
  • Review of Vision, Purpose, and Charter of the WECCWG
  • Strengthening Partnerships with the Private Sector
  • Cascadia Rising ESF2 After Action Review (AAR); and
  • FirstNet, a proposed dedicated nationwide public safety wireless broadband network for emergency responders.
Who Should Attend: All state, federal, local, tribal, and private sector partners who support or manage emergency communications systems, communications service providers, business continuity professionals, and others that have a stake in the public communications infrastructure.

The Pacific Northwest Disaster Resilience Symposium brought together leaders and decision makers from throughout the region to address common issues, examine solutions, and promote information sharing. The Symposium took place on July 24-25, 2017 and was embedded within the Pacific NorthWest Economic Region’s Annual Summit in Portland, Oregon, from July 23-27. Embedding the Disaster Resilience Symposium within the larger PNWER Summit provided attendees with the opportunity to interact face-to-face with elected officials and legislators and increase awareness for important disaster resilience issues.

The Symposium included the following plenary sessions:
